The Foothill Communities Association (FCA) is a nonprofit corporation located in the unincorporated area known as North Tustin, California and also part of the Tustin mailing addressed area. Since the 1960s, FCA has strived to preserve and enhance our highly valued living environment. Over 10,000 homes are within the charter area. The census names the area Tustin Foothills. It is a census-designated place. The population was 24,044 at the 2000 census. It is Orange County's largest Census Designated Place.

FCA Annual Meeting
The FCA Annual Meeting will occur on Monday, March 1, 2010 at Hewes Middle School (Map) in the multi-purpose room. The Social Gathering starts at 6:30 and the business meeting begins at 7:00pm. This years speakers are

      President Irvine Valley College, and
Keith Richter
      OC Fire Chief.

At the conclusion of the talks, there will be an opportunity to ask questions of the speakers. The Winter Bulletin has more details of the Annual Meeting and FCA activities and plans.

Stay after the meeting to review posters and talk with FCA Committee Chairs, representatives of the CHP, Sheriff's Dept., and OC Parks.

Zoning Change Opposed
The North Tustin Community is opposed to a massive 153-unit senior living facility on Newport Avenue north of 17th Street (and south of La Loma). This incompatible development requires an undesirable zoning change. ...more

John Wayne Airport
The FCA Airport Committee is working to reduce landing noise over NT. This is complicated because of the interactions of municipal authorires, national authorites, the airspace of Southern California airports, and evolving technology. Under the leadership of Committee Chair Hal Marshall, the group is making progress. We have membership on the Orange County Airport Working Group (AWG), have developed an active dialog with the FAA, and are encouraging the adoption of new technologies and landing patterns that will make quieter landing possible. Here is the recent presentation on FCA ideas to the Santa Ana-Tustin Rotary Club.

Remember to call the "Airport Noise" hotline (949-252-5185) when there is disturbing aircraft noise. The airport ranks these calls geographically to determine which areas of OC need atttention.

Misc Stuff
The Tustin Branch Trail dedication wil take place on Wed 3/3 at 2:30 at Vanderlip. Here is the announcement. The trail is named after the the tustin branch of the railroad tracks at the same site. FCA had a major role in creating the Esplanade Trail and this extension.

Water Pollution
Thank you Ellie Gentry for referring me to the County web site for water pollution. Some homeowners unknowingly and some contractors knowingly discharge organic and inorganic waste fluids into the ground and storm drains. These can percolate into the aquifer where we in central OC get much of our drinking water.

Orange County Parks Commission
The OCPC meets monthly at the IRVINE RANCH HISTORIC PARK HEADQUARTERS BUILDING 13042 OLD MYFORD ROAD. Here is the meeting schedule.

Aircraft Noise
Some landing pattern aircraft make more noise over North Tustin than is necessary. If you are disturbed by an excessive noise, be sure to use the JWA Noise Complaint Hotline at (949) 252-5185. You will probably not get any direct feedback but the calls are logged and reported. If aircraft are in violation of approach rules, the airline and pilot can be fined. This applies to commercial and civil aviation aircraft. If you do not complain, there is no evidence of a problem. You can also contact Hal Marshall, FCA Airport Committee Chair (see Directors link at left).

Property Tax Reduction
The Property Tax Assessor has provided this file to describe whether you qualify for a reduction in property taxes as a result of property price decline.

Foothills Home Owners Assn
FCA was originally incorporated in 1964 as Foothills Home Owners Association and later changed to a 501(c)(4) non-profit corporation. Here is the bylaws of that original organization signed in 1964 by James Ambrose, Harold Gimeno, James Murrill, Walter Barber, and Harold Beck. Here is the Amendment to Articles of Incorporation in 1977.

Orange County Food Safety
This web site lists the results of food safety inspections in OC. Note that there were 98 facilities closed in the last 60 days as result of inspections. Many are well recognized restaurants.

AlertOC is a mass notification system designed to keep Orange County residents and businesses informed of emergencies and certain community events. By registering with AlertOC, time-sensitive voice messages from the County or City in which you live or work may be sent to your home, cell or business phone. Text messages may also be sent to cell phones, e-mail accounts and hearing impaired receiving devices.

Measure L School Bond
School district voters approved Measure L. At a cost per home per year of approximately $95, this bond is a good investment in future education in the Tustin Unified School District (TUSD). A background document on Measure L was provided by TUSD.
