Senior Living Conversion
Here is an interesting article that recently appeared in the OC Register. A developer in Tustin built a Senior Living Facility and sold units as condos. The majority of units could not be sold and the developer asked for a use permit change for the the remaining units as "apartments for affordable housing". A large turnout of the current residents at the hearing of the City Planning Commission objected vociferously and the request was denied.
Two lessons for North Tustin:
1. Once the zoning permitted multi-family housing and the developer was unable to make the senior living project work, the developer attempted to change the project. What happens to the Kisco project if 2 years into operation, it is not profitable?
2. Vigorous opposition by residents helped to prevent a land use contrary to why the residents purchased residences at the location.
Legal Support Needed
FCA is a non-profit corporation (a 501(c)(4)). We would like to form an aligned 501(c)(3). We can do all of the paperwork with the State of CA and the IRS but would really benefit from the guidance of an attorney or other person with expertise in forming non-profit corporations. Th's will avoid loss of time resulting from refiling paperwork until we get it right.

No Rezoning Rally
There is a "No Rezoning Rally" every Wednesday (7:30am - 9:00am) at the proposed site of the Kisco Senior Living Facility, which requires a rezoning of the property and a business license. Some pictures of last weeks rally are photo 1 and photo 2. Because the participants stretch along both sides of the street, it is not possible to get everyone in a single picture. Free coffee - join the fun & help keep the message visible. There was lots of supportive honking at the last Rally.
Draft EIR
OC Planning has been reviewing the submittal of the Draft EIR for the Kisco Project for some time. It seems to be taking an unusually long time. It is rumored that the review may be completed in April. There will be a 45 day public comment period. The draft will be posted to the FCA website for your review. You may email or postal mail comments to the OC Planning Department. More importantly, you can contribute to a large public response at the NTAC public hearing that will probably be scheduled close to the end of the public comment period. Please plan to attend and express your opinions of the Draft EIR and desirability of this project. Please reply to this email to indicate that you will forward our email announcement of the NTAC public meeting to your friends and neighbors.
