North Tustin Specific
Plan
In 1983, the
County of Orange approved the North Tustin Specific Plan (NTSP). You can download a complete copy of the North
Tustin Specific Plan. A modification
was approved in 1986. This plan was
created by the County and North Tustin
Residents as a result of the recognition of
development concerns and delineates what developments should be allowed. The plan area includes the property north of
17th street on both sides of Newport Avenue.
The plan explicitly discusses the
property currently being proposed for a Senior Retirement Facility and
states that the property should be used for residential single family homes; a
School or Church may be acceptable if this use is sensitive to the surrounding
community and with the granting of a use permit by the County. There is no mention that any other type of
development may be acceptable. Since the
creation of the NTSP, a Church was proposed for the same property now being
proposed as a Senior living facility; the plan was abandoned when the community
objected to it as being an incompatible development.
The NTSP states that a single family residential district is
created to protect and enhance neighborhoods where one household, residential
users are dominant. This strongly argues
against placing a large, 153 unit facility in the midst of a single family
residential area.
