The Foothill Communities Association (FCA) Board of Directors has unanimously voted to oppose a large 153-unit three-level senior living facility on Newport Avenue north of 17th Street (and south of La Loma). The total number of residents will depend upon the number of occupants per unit.
Kisco Retirement Communities will require a zone change from the Residential Single Family zoning required by the North Tustin Specific Plan (NTSP) and for setback variances for the 7.5 acre parcel. Many residents in North Tustin worked jointly with the County to create the NTSP. It in essence forms an “agreement” with the County to create an orderly development of the area which will preserve the character of North Tustin. This character is why many people settle and raise families here. This large commercial operation (it would certainly be profit making for the facility operator) is clearly not compatible with the surrounding single-family residential neighborhoods.
In addition to the precedent this project would create for more commercial operations in North Tustin, FCA is concerned about the compatibility of this large hotel-like project adjacent to single-family residential neighborhoods. Impacts include visual (from the large 35 foot-tall multi-story structures), noise and traffic (from 24-hour operations including delivery trucks, staff changes, etc.), visitor parking along Newport Avenue and in surrounding neighborhoods, and safety along Newport Avenue with increased truck and automobile turns.
We need to be clear that what is being opposed is not a senior living facility but the establishment of a facility which is incompatible with the surrounding community and which sets a precedent for further zoning changes. This plan should relocate to a location where it is more compatible with the surrounding development.

The developer has developed plans and is preparing to request a zoning change from single-family residential. This would be the first property zone exception on Newport Avenue north of 17th Street to almost Chapman Avenue.
