Dear Supervisor Campbell:
My wife and I are residents of North Tustin since 1982. One of the major reasons why we purchased our home in North Tustin, chose to raise our family there and continue to live in North Tustin is because the area is zoned single family residential as provided for and protected by the North Tustin Specific Plan. I am of the opinion that the vast majority of residents of North Tustin just as those you live in areas such as Villa Park or Orange Park Acres chose to live in such areas is because their elected representatives have in the past and continue to take action to protect and preserve the single family residential zoning of such areas.
Orange County Fairgrounds
I am in concurrence with your stated position in the October 20, 2009 edition of the Orange County Register regarding the future use of the Orange County Fairgrounds, wherein you stated:
“My fundamental position is to protect and preserve the fairgrounds for current and future generations. The state has a different objective, the state wants to maximize its income..”
North Tustin and North Tustin Specific Plan
With your clearly stated position of protecting and preserving the current use of the fairgrounds for current and future generations against the desires of the real property owner to maximize its income it is assumed you will take the same position and support the vast majority of citizens of North Tustin who desire to protect and preserve for current and future generations the provisions of the North Tustin Specific Plan adopted in 1982 and amended in 1986 which provides the areas north of 17th Street are zoned single family residential with no permitted multi-family residential or commercial uses.
Protecting and Preservation of Well Established Single Family Areas
The issue of the protection and preservation for current and future generations of the single family zoned areas not only in North Tustin but in all of Orange County against the wishes of a property owner who desires a zone change in order to maximize its income from its property is of great public concern and by preserving such uses results in public benefit. As such protecting and preserving the current zoning for North Tustin is as important an issue to the citizens of North Tustin as is protecting and preserving the Orange County Fairgrounds from development by its property owner who wants to maximize its income.
As the elected member of the Board of Supervisors whose district includes North Tustin, your position and vote on the proposed zone change requested by the Roman Catholic Diocese of Orange for the proposed Kisco Senior Living Center will have a significant impact for determining future zoning for North Tustin. There is a fundamental public benefit which elected officials vote to protect and preserve well established single family residential areas against zone changes that are not consistent with well established land use plans upon which residents have relied upon when purchasing and maintaining their property.
It is requested that you take a public position on the Diocese’s proposed zone change so that the citizens of North Tustin will be informed that you will vote to protect and preserve the single family residential zoning of North Tustin by voting against the Dioceses’ proposed zone change. Taking this position will be consistent with your publicly stated position of protecting and preserving the Orange County Fairgrounds against a property owner who only wants to maximize its income, rather than the property owner preserving long established use of property for which the public benefits.
The vast majority of citizens of North Tustin are looking forward to your consistency regarding the protection and preservation of well established property uses in Orange County.
