Before discussing actions it is important to note the FCA position:
A. FCA is opposed to rezoning Newport Avenue north of 17th street. This area is currently totally zoned as single family residential. Allowing this rezoning will set a precedent of others saying "me too". The North Tustin Specific Plan (NTSP) was developed to deny this type of spot zoning. If fact, this specific piece of property was noted in the NTSP and strongly stated that only uses permited in SFR zoned area be allowed. The developers of the plan had the insight that rezoning this particular property would be precedent setting and lead to undesirable developments in this bedroom community. This covenant with the Board of Supervisors has provided protection for this community for over a quarter of a century (since 1983) and allowing a series of changes now would lead to destruction of the lifestyle people settled here to enjoy.
B. FCA does not believe that businesses should be allowed in this area North Tustin north of 17th street. To do so changes the residential atmosphere of the community. There is an argument whether this operation is "legally defined" as a business. It leases living space, offers services, and requires a business license - it is functionally a business.
C. FCA is not opposed to seniors or senior housing, only this inappropriate location. Look at the Kisco facility in the City of Orange or the non-Kisco facility beginning construction on Red Hill Ave., north of the 5 Freeeway (the old Main Church site). No one objects to these. These are in mixed use areas not areas zoned for single family residential use. The propossal would embed this facility in the middle of a single family community.
You can help to oppose the Kisco project with the following actions:
1. Refer your friends and neighbors to this website [FCAhome.org].
2. Request a yard sign from Bret Braden (charbon@pacbell.net), 714-397-4076.
3. Request a petition from Pat Welch (pat.welch@silganclosures.com), sign it, have you neighbors sign additional copies and return them all to Pat Welch, 714-979-3242. We will assemble with other petitions and send to Supervisor Bill Campbell.
4. Make a donation. We need lots of money for experts, writing position papers, analyzing the EIR under preparation, and filing potential lawsuits. Our initial target is $100,000. If 1% of the 10,000 homes in NT donate $1,000, we have it. A larger number of smaller amounts also works. You can send a check to FCA, PO Box 261, Tustin, CA 92781. 5. Join FCA if you are not a member.
6. Write to Supervisor Bill Campbell to express your opinions and thoughts about the Kisco Senior Living Facility being proposed for Newport Ave just north of 17th Street. It is important that he and other decision and opinion makers understand the opposition. Supervisor Campbell has said many times that he wants to respect the opinions of the people who live in NT. So it is important that you tell him your position. Send cc to Bishop Brown, Planning Commissioner Rick Goacher, and FCA. Here are some sample letters sent by others:
