PRESIDENT’S LETTER
Dear North
Tustin Neighbors,
The mission of FCA continues to be to preserve and protect our
semi-rural residential Community. The
year 2003 is sure to
be full of challenges. With a fiscally
strained County government, now more than ever, FCA is needed as an advocate
for North Tustin.
Our Community will continue to face several issues of higher density
and non-residential development, impacts from John Wayne Airport, our future
governance, and the lack of parks and trails in our Community. You will be
informed of all developments including meetings at which your presence will
make a difference.
FCA accomplished a great deal in the last year. This was through strong Community
participation and effort. Our pro-active
stance has yielded positive results:
1. FCA continues to give our residents the opportunity to attend forums and hear the issues. FCA hosted two such forums - one for the Tustin Unified School Board candidates and the other for the Third District Supervisorial candidates. We gave you the facts on both Measures W (El Toro Airport) and G (Tustin Unified School Repairs).
2. FCA supported the efforts of the residents directly affected by the proposed widening of Red Hill. Recently, the County announced that the project would not go forward. A working group will be established to plan modest safety improvements of the sidewalks and street.
3. Officials at John Wayne Airport have agreed to work with FCA on an alternative approach pattern to John Wayne Airport. An airport working group has been formed.
4. Our E-mail Newsletter has been launched. Please remember to notify me when you change your e-mail address so that we can keep you up to date on Community news.
5. Our web site is being developed, and we will announce our web address in our next Bulletin or by e-mail.

FCA! Everyone is needed. Pay your dues today! Ask your neighbors to join us. Come to the
Board Meetings. Volunteer to help!! Keep
us informed of your concerns. Your Board attempts to gather all the facts and
keep abreast of the movement within our County.

TORO AND JOHN WAYNE AIRPORTS
Significant
progress has been made in the plans to convert the former El Toro Marine Corp
Air Station into the Great Park envisioned by the successful passage of Measure
W at the election held in March 2002.
Because of the need to provide funds for development of public
facilities such as the Great Park, open space, recreational facilities, and
educational uses, it is planned that the property will be a mix of parkland,
schools, homes, and businesses. The City of Irvine will annex the property and
the federal government will auction off a portion of the land to private
developers.
According to recent news articles, the City of Irvine, working with the
Navy and the federal General Services Administration, expects by the end of
October 2003 to have (1) obtained approval of the Environmental Impact Report,
(2) finalized a business and financial plan to support development of public
facilities, (3) annexed and zoned the property, and (4) allowed the federal
government to sell a portion of the land.
There appears to be little probability that pro airport supporters will
seriously impede these actions. Although
not all opposition has ceased, the pro airport people have gone silent and have
discussed settling the lawsuits.

The Orange County Board of Supervisors and the City of Newport Beach have voted to extend and modify the agreement that limits
commercial flight activity and prohibits night operations at John Wayne
airport. In order to get airline
acceptance and FAA approval of extending the flight limits for several more
years, the modified agreement provides for increased flight operations. These changes consist of increasing the
maximum number of regulated flights from 73 to 85 per day, the number of annual
passengers in increments from 8.4 million to 10.8 million per year, and the
number of gates from 14 to 20. About 7.8 million passengers used John Wayne in
2002. The new agreement will expire in 2015. The FAA has approved this
agreement, apparently with an opening for the possibility of further increases
in the future. Unfortunately, this
agreement may result in an increase in aircraft activity over North
Tustin. Anyone concerned with aircraft
noise should call the noise hotline at 949-252-5185, with specific data as to
the nature and time of occurrence(s).

active membership. NUMBERS COUNT. Our elected officials look at the number of
members we represent and respond favorably when they see a large voting block
being VERY active. In order to
continue our past successes, we need your support. Your $15 annual membership is the best
investment you can make in the value of your home and in your Community. With your support and assistance, we can
continue to make a huge difference.
